August 19, 2025 Correction: Keith Lemieux was not present at the meeting. According to the GA,”The lawyer present was Alex Lemieux. He is Keith’s brother and partner at the firm. Keith was in mediation and did not attend remotely or in person. There was no reportable action out of closed session.”

Phill Hall, the condescending mastermind of the IWV Groundwater Authority’s “legal strategy” was MIA for the second monthly meeting of the GA’s board of directors. No mention was made of Stantec’s involvement in the AVEK pipeline project during a short report from Provost and Pritchard requesting two change orders for the pipeline project.

A pipeline to import water won’t be necessary if the science from the IWV Working Group is determined to be closer to the truth of the basin’s groundwater in storage and the recharge.

In addition, with the reductions of pumping and the increases in recharge apparent in some of the well readings (some water levels are up, some are down), sustainability is within reach with very little to worry about now or in the forseeable future. The IWV has more potable groundwater in storage than Lake Mead, and the recharge less pumping is far less impactful on the groundwater in storage than was previously estimated by Stetson Engineers, the IWV Groundwater Authority’s “Water Manager”.

The Groundwater Authority has not been able to complete drilling a test well to monitor flows from the Rose Valley and Little Lake acquifer so the data used to determine the recharge in the basin is still incomplete 5 years after DWR’s approval of the GA’s flawed and infeasible Groundwater Sustainability Plan.

In today’s meeting (Video), the IWV Water District abstained on all agenda action items with regards to votes concerning the AVEK project pipeline.
