Shame on the Ridgecrest City Council. Measures “B” and “C” FAILED!

The latest ballot count seals the deal. The Ridgecrest City Council suffered a resounding defeat, and residents weren’t fooled by the council’s egregious attempt to reset their term limits so that Councilmen Kyle Blades and Councilman Scott Hayman could run for another four years instead of being termed out. Blades will have to step down at the end of next year because he was appointed to sit on the council in 2019 after Councilman Wallace Martin was forced to resign due to residency issues.

Blades has been under fire after testifying to a committee in Sacramento last year that the City of Ridgecrest supported AB 1413 in addition to a violation of the Brown Act. Also, because he’s an employee at NAWS China Lake, he has a conflict of interest with matters concerning the IWV Groundwater Authority. Mayor Travis Endicott was previously pulled as the City’s representative in mediation efforts with the Indian Wells Valley Water District due to a conflict of interest with the Navy.

Perhaps it would be in the best interest of the City Council and the city if Blades would resign now so that a special election can be held in November for the remainder of his full 4-year term, i.e. he couldn’t serve for a full four years when he ran for re-election in 2024. He’ll have to step down in December 2027 and he won’t be able to run again for city council until 2030 in either case. Otherwise, another replacement for Blades will be appointed in 2027 to fill the remainder of his term.

Because Measure “B” looks to have failed, Councilman Scott Hayman, who’s been the city’s representative on the IWV Groundwater Authority and is the current Chairman of the agency, will have to vacate his seat on both the Ridgecrest City Council and the Groundwater Authority at the end of the year.

Measure “C” is now failing. Mayor Travis Endicott may run for re-election for a two-year term.

Council Skip Gorman may run for re-election for a four-year term.
