Insightful Council Comments by Councilman Gorman and Councilman Hayman begin at 3:08:56 and 3:11:35 respectively. Well worth a replay on both counts.

To all Concerned Citizens,

Tonight, the Ridgecrest City Council votes on a budget that includes granting the authority to City Manager Ron Strand to implement Placer.ai AI-Geotracking and surveillance along with License Plate Readers in the City’s budget.

This entire process, including the “Balsam Night Out”, was an orchestrated production by Mayor Eric Bruen, Councilman Kyle Blades and City Manager Ron Strand. Councilman Soloman Rajaratnam served on the Economic Development Committee along with Councilman Blades.

None of the above acts including the decision to hold “Balsam Night Out” was agendized nor was any public comment made, with exception of myself and a few others who represent a small to non-existent gallery in the City’s chambers.

This is disgraceful. They have violated their oaths of office by conducting the business of the City in this surreptitious and underhanded manner, and in doing so they have violated the Brown Act in spirit if not in their dastardly deeds.

Shame on the City of Ridgecrest and City Manager Ron Strand.

I sincerely wish the rest of you have a Happy July 4th holiday anywhere but in Ridgecrest.

The uses of aggregated data from public, private and geolocation derived sources has proven to be just as invasive as any cyber-intelligence gathering operation in the United States (or Israel). Ridgecrest California, June 4, 2023 9:55 am PST

History is in the making at China Lake and today the Navy base in the middle of the Mojave Desert is named the Naval Air Weapons Station (NAWS). We wouldn’t have known this had Pat Farris not published an Editorial in Friday’s edition of The News Review and I’m greatful that she did.

China Lake is a crown jewel in our nation’s military and weapons development programs. Earlier this year, the City of Ridgecrest conducted a test of geofencing and tracking technology developed by a company called Placer.ai. Unbeknownst to the people of China Lake and Ridgecrest (and the Navy), many of them carrying top secret security clearances, the City and Placer.ai were watching them. We have no doubt that Placer.ai is a clear threat to national security.

Placer.ai was announced as simple analysis tool for economic development purposes during a committee report at the May 3rd council meeting. The City of Ridgecrest intentionally buried the implementation of this technology in an economic development committee, and nobody in town had any clue what was going on. Geofencing and tracking is new technology coming to market, and it’s never been discussed or presented as an Agenda item for public debate.

June 13, 2023 Update: Wall Street Journal

This is in the WSJ today. It’s bad enough for the CIA/NSA to do it, Mossad is even more invasive and insidious. Placer gained an entry point to the municipal market in the City of Tehachapi California. The area is a bedroom community for Edwards Air Force Base. The City of Ridgecrest and the Naval Air Weapons Station at China Lake appear to be Placer.ai’s second municipal agency to test the program after two years in Tehachapi’s geospatial domain.

Much of that data is sold to the government by vendors who claim it is “anonymized”—stripped of personal information such as names or addresses. But privacy advocates and researchers say that in the case of geolocation information on phones or cars, a name can often be inferred: Individuals typically park their cars at night and set down their phones at their homes. In the case of certain internet data, browsing behavior also can reveal personal information.

In an Editorial published by The News Review on Friday, Helen Tomlin wrote:

A (now deleted) promotional video procured from Placer.ai’s “daily motion site” describes the company’s data mining abilities in a more chilling way. YouTube’s Chad Chaddington captured and posted this video on YouTube, along with an accompanying transcription of its statements.

In it, Placer.ai claims its software “enables anyone to access a 360-degree view of any location the placer.ai dashboard provides.”  They provide “accurate foot traffic counts and dwell time” and “know where customers are coming from and going to and along which routes they travel.”  They can “analyze customer profiles’ income, gender, eating, and shopping habits…and much more.”

The locals don’t call China Lake “The Secret City” today, but what the 4,000 employees of Department of Defense do there is most definitely secret, and the city wants to surveil everyone courtesy of “Big Brother”. Placer.ai is hypothetically a company that can know everything about you and can track where you go and what you do during every moment for the rest of your life. The irony is that Placer.ai is an Israeli company doing the spying. It doesn’t matter who is doing it, it’s what they’re doing.

When those 4,000 DOD employees people go home after a hard days work, they are warned to leave their secrets on the base.

Here’s the kicker, it’s highly likely that Placer.ai is really Israel’s Mossad Unit 8200 espionage and intelligence gathering operation. Would someone please contact the FBI? Or Councilman Blades? Or NAWS? Or Speaker Kevin McCarthy? Or have we surrendered the Flag? You don’t want to believe it, right?
